You can use the piece from the old shift motor to turn the t case, or just use vise grips You can take the old motor apart and keep the gear wheel that meshes with the t case "stub" and use that to turn To get into 4 low the truck must be stopped and in N That is dead stop, foot on brake, truck in N (Not in parK!!!) Or if its a stick the clutch must be pressed in fully You should be able to switch between 4hi and 2wd pretty easily with vise grips, getting 4 low can be a bit more of a challenge. In 98 they had vacuum hubs but that is another matter. Let me know if you are able to shift it?
