Check for 12V at the orange wire on your OBD2 port You can try putting 12V to the orange wire and see if the scanner powers up and talks to the PCM or try a different scanner? Could it be an issue with that snap on? I would check the fuses over again real good...use a test light or multimeter make sure the circuits are powered
