Good theory but no. You are correct, tariffs are applied only to imports. Those are put in place to keep say ford from finding a better deal importing steel instead of buying American steel. As seen in the news this can spike a trade war. Other countries just add tariffs to our exports attempting to compensate. This results in some of the countries to buy elsewhere. Tariffs dont increase the value of materials they try to equalize prices. Our steel still isnt moving like it should yet and that's why no one is buying it yet. If a big industrial project in a big country gets underway prices can go up. Currently China has scaled back its projects. China was mostly responsible for the rise in prices a few years.

For a couple decades now, Asian countries buy up all of our good metal, and then sell us their  .

My step-father was metallurgical tech for a LONG time.. He retired early because the industry here NO longer supports nor requires quality control methods like what used to be done as its just being purchased as is and refined elsewhere in the world. I'm half ass paraphrasing that last part but you get the drift. There is NO steel industry left in Detroit, Nor really even Pennsylvania or Ohio really either. Lots of stamping plants and assembly plants but not much in the way of "Steel plants and industry".
