Part of an alignment is straightening the steering wheel. They have a
"tool" that clamps to the wheel and spans across from driver window to passenger window and holds it straight. Then they just twist tie rod ends while watching the toe on the computer.

The windows are open and it lays across the doors at the bottom (the tool)
