wheel cylinder issue is my guess both sides should be getting even hydraulic pressure from the single rear brake line which feeds both wheel cylinders When was the last time you replaced the wheel cylinders? How many miles are on the ones that are in there? Also leaking gear lube leaking past the axle seal can cause drums to do strange things
