The wires going to the ABS are just wires.

Your rear ABS is for both sides, the sensor is in the middle. If either side is still spinning the ABS does not know the one wheel is locked because the differential is still turning and that's where the sensor is.

There is something mechanically wrong. The fluid might be favoring one side because of a bad brake cylinder (or caliper if you are sporting disks). Would have to be a mechanical failure unless your brakes are WAY out of adjustment and the pads reach the drum on one side a quarter inch before the others make contact.
