The 2000 evidently does not have them, it isn't in the wiring diagram at all.

I have 2 ign keys, they both separately start the car, the other key was 30 feet away during testing of both.

The ign. keys do not match the door, there is no door key yet.

Yep it's an Explorer RCM in a Ranger. The first 3 RCM codes don't occur on Rangers but are codes that occur on Explorers.
As far as the GEM codes:
B1302: Accessory Delay Relay Coil Circuit Failure
B1398: Power Window Driver One Touch Window Relay Circuit
B1428: Seat Belt Lamp Circuit Failure
B1352: Ignition Key in Circuit Failure (I've had this one for years but it doesn't ding or anything, bad connection at ignition cylinder, wire with green/blue plastic retainer on it).
