Being active duty I can throw my $.02 into this...

When on home station in the Air Force, the M9 will be on fire with a round in the chamber. That's the same as deployed depending on where you're at. When I was deployed to a Air Base ran by the Army, their policy was no round in the chamber and weapon on safe. 

This is not a stab at the Army so please don't take it way, but they had issues with guys having accidental discharges. Apparently enough to warrant a new policy. On top of that, some guys couldn't clear their weapons properly and would fire a round into the clearing barrel. I worked with a flying Sq at said Army air base and we had our own armory. Some people just couldn't grasp how to properly load/unload/clear a weapon in accordance with regulations. We would literally have to tell them to do what we say, when we say and only what we say with nothing more/nothing less. 

All services are different and then even more different at certain locations based on local laws, NATO, foreign policy, etc.
