I don't believe the Explorer FEAD parts are available anywhere new as a kit.  There may be a few NOS parts left but that would be very expensive and surely incomplete. The easiest way to get them would probably be from a junkyard engine or from a complete Explorer 5.0 donor vehicle.  

The donor method offers advantages: you can use it for some of the many parts that nickel and dime you in a swap, then sell off some unneeded parts at the end and finally crush the carcass for a few more bucks at the scrap yard. You could also use the donor to supply the basis for the engine you want to build instead of going the crate route.  Or use it as a core to trade in for a crate engine. Lots of options.

As an alternative to the Explorer 5.0 FEAD, Ford Racing does offer a partial solution in the form of a more compact water pump. I still think the Explorer setup is a better all around solution in a Ranger engine bay.
