I have no idea what this $60 valve has to do with anything pertaining to the actual problem (unless maybe it only happens on max A/C, which wasn't mentioned earlier but...) at this point in time since it's operated by vacuum supplied to the HVAC control itself, of which you say is not functioning at this time. Realizing this, why is this guy wanting to replace the heater hose shutoff valve and how is replacing *that* supposed to cure the real problem???

Replacing the Heater Valve doesn't fit the symptoms.
