As stated above, I added a few links to the ball chain and now it engages softly and un-noticeably. It holds it's speed, and down shifts as it should when it can't hold the speed up a hill. Works great when towing my jet ski on the highway. I'm satisfied, definitely improved my highway fuel economy!
