I was having this same problem on my 06 then the head cheese JAMMAN noticed my hood cable was almost broken in 2. The plastic covering was cracked not allowing the cable itself to pull the latch completely open. Installed a new cable pops open every time
I will have to check out the Latch release Cable... sound interesting !
