If there isn't cash in the business then it sounds like the shareholders are ripping it out in dividends.
On new builds it can't cost that much to run in the ducts while the rest of the services are being laid.
Apart from the obvious blight on the landscape, those poles must claim a few lives from vehicles hitting them too.
